[ubuntu-phone] M10 tablet empty desktop mode

A lot of times I end up in desktop mode with blank background. Can't swipe
scopes or anything. Can start applications from left dock bar but nothing
else. Try to swap to tablet mode but that does not help.

Is this a known bug ?
