Howdy,
I think that you might be better off building from Snappy Ubuntu Core
and adding the features you want rather than starting with Ubuntu Phone
and removing the features you don't need. The phone has quite a few
frameworks that are features smartphone users expect, and are likely to
be not as useful (from what you've said here) for your use-case. With
Snappy Ubuntu Core you can get an OS and the Mir display server easily
along with networking/etc. snaps that you'd need. Then you can build
your UI on top of that.
