Is Ubuntu Phone and Unity dead?

Hello,

Please, don't tell me that my favorite phone OS and desktop environment are
closed. Will it be community driven development? Is it possible to make
Gnome interface to look like Ubuntu Unity (launcher, dash and top panel
with indicator)?

I hope, that Ubuntu Unity distro will live. Where can I sign petition?
