Status in ubuntu-system-settings package in Ubuntu:
  Fix Released

Bug description:
  In System Settings,  Cellular,  Carrier,  APN, once you add a custom
  internet APN, you are unable to edit it.

  The only way is to use command line to remove it so you can re-insert it:
  1) stop ofono
  2) backup the existing gprs file from /var/lib/ofono/<IMSI>/
     edit the gprs file  and remove the offending apns
  3) reboot
