Title:
  Vivid: image 121: Second locked sim is shown as offline

Status in ofono package in Ubuntu:
  New

Bug description:
  STEPS:
  1. Install image 121 (if both locked sims appear correctly then do the following)
  2. Unlock the device
  3. Enable adb
  4. Do phablet-config writable-image
  5. adb shell sudo vim.tiny /etc/system-image/channel.ini
  6. change every instance of image number (ie 121) to image number -10
  7. save it
  8. sudo rm /userdata/.writable_image
  9. rm .local/share/ubuntu-push-client/levels.db
  10. sudo reboot
  11. Wait for there to be an announcement for a new image update

  EXPECTED:
  I expect the image to always offer to unlock both sims

  ACTUAL:
  On install everything was fine for me but not good for Jean-baptiste, however on upgrade to the new image I am only offered to unlock sim1 sim2 is shown as offline.
