  Reproduce Steps:

  Insert China mobile or China  Unicom SIM card first
  1,Enter System Settings
  2,Select the phone enter phone page
  3,Tap on the "operator"(CMCC or UNICOM) services

  Expect Result:

  These are services provided by the operator and are accessible by SIM

  Actual Result:

  The page is empty (Please check the screen shot )
