  No SIM Network when WIFI isn't connected

Status in ofono package in Ubuntu:
  New

Bug description:
  I have a BQ Aquaris 4.5E running r261 version. For the last 5 updates
  if the device isn't connected to a wireless connection I cannot
  receive or make call or msg.
