  “call forwarding can not be changed right now” pops up when add
  forwarding number.

  current build number: 4
  device name: mako

  version version: 4
  version ubuntu: 20150727.1
  version device: 20150210
  version custom: 20150713

  step by step 
  1. Insert SIM card.
  2. system setting --phone --call forwarding-- select "forward every incoming call",input phone number.
  Expected result:
  Add forwarding number successfully.
  Actual  result
  “call forwarding can not be changed right now” pops up
