Test Case:
1. On a freshly flashed dual SIM device, insert 2 SIM cards, one with service and cellular data and another without service
2. Boot the device
Expected result
After entering the PIN code, data is active on the SIM with service
Actual result
Cellular data is enabled in system-settings and the indicator, but data is disabled on the SIM with no way to enable it.
