  All the available cellular networks are not searched and displayed

Bug description:
  Testing steps:
  1.Insert China Mobile card
  2.Check the listed ISP.
  3.Reject the China Mobile card.
  4.Insert China Unicom card.
  5.Check the listed ISP.

  Expected results:
  1. List all the available ISP such as China Mobile 2G/3G/4G,and also list unavailable ISP China Unicom 2G/3G/4G at Step 2.
  2. List all the available ISP such as China Unicom 2G/3G/4G,and also list unavailable ISP China Mobile 2G/3G/4G at Step 5.

  Actual result:
  1.Only list CMCC/China at step 2.
  2.Only list China-UNICOM Telecom

  预期结果：
  1.中国联通2G、中国联通3G、中国联通4G，中国移动2G\3G\4G为网络禁用
  2.可用网络列表中会显示：中国移动2G、中国移动3G、中国移动4G，中国联通网络为禁用网络
  实际结果：
  1.显示：CHN-UNICOM
  2.显示：CMCC/china telecom

  
  1.We need to translate carrier names into Simplified Chinese. 
  CMCC => 中国移动
  China Unicom => 中国联通
  China telecom => 中国电信

  2.If a CMCC sim inserted on ubuntu phone, go to carrier page and wait a while for searching
  actual => CMCC is selected automatically, China telecom is listed as option for manual select

  If a CMCC sim inserted on iphone, go to carrier page and wait a while for searching
  actual => CMCC, China Unicom and China telecom are listed as options for manual select

  Issue: China Unicom isn't listed in the carrier list on ubuntu phone
  (refer to pic2)

  3.If a China Unicom sim inserted on ubuntu phone, go to carrier page and wait a while for searching
  actual => China Unicom is selected automatically, no other options for manual select
  If a China Unicom sim inserted on iphone, go to carrier page and wait a while for searching
  actual => China Unicom and CMCC are listed as options for manual select

  Issue: Other carriers cannot be searched out on ubuntu phone if CMCC
  sim inserted (refer to pic3)

  CTA requires at least one more carrier can be searched and shown in
  the list that user can select manually.

  So if we can fix #1 and #3, then we are good for CTA certification.
