Things I might've mentioned before asking this: I know this work will
impact the containment work (because an app will have to register to
receive notifications over dbus; conversation ongoing), and the app
lifecycle work (because an app will have to be awoken to receive the
notification; conversation not started yet). These both need to be
addressed for v0.
