Just as a comment I would say that some grouping by language is also
going to be more and more useful as language specific unofficial manuals

Speaking as an anarchist, It would be nice if "None" or "Other" were
options.  Many political boundaries are imaginary.  Some find it
objectionable to enter a country name in an installer.  I recognize the
important benefits of the keyboard language, time zone & weather
benefits to this information.  Perhaps being careful to say "near"
rather than "in" would be good clarification language to use.
