I'm not at all familiar with BOSH tool. s390x does not use grub nor
grub2 at all. Instead it uses zipl from s390-tools to prepare bootmap.
On ubuntu this is essentially integrated into update-initramfs hooks,
and thus no special invocations are needed at all.

Depending on what BOSH does, it might need to learn to skip grub2 on
s390x, and/or learn to write out /etc/zipl.conf and run zipl command
and in general learn s390x boot semantics.
