Bug description:
  A lot of developers don't actually have a device handy, and we still want them to be able to easily add security policy groups.
  I'd recommend:
  1) Try to access the device
  2) If no device, try to read the info from the system packages
  3) If no packages present, offer to enter it manually "Could not automatically detect policy groups (device not connected). Please enter them manually"
