Bug description:
  Device:
  Maguro

  Image:
  Trusty R31

  Open the Settings app goto sounds click on ringtone you get a nice
  expanded list view try to scroll down to sams song.

  What happens is you can scroll as long as your thumb keeps in contact.
  However when you release it bounces back to the top of the list view
  again.
