  [i18n] Enable UI Toolkit translations in Launchpad

Bug description:
  From what I could see right now the SDK strings are all marked for
  translation.

  To fully enable internationalization and community participation in
  doing the translations, the next step is to make them translatable in
  Launchpad. This requires:

  1. A po/ folder at the top of the source tree
  2. A script/build target to invoke xgettext, which will extract all translatable messages and put them into an ubuntu-ui-toolkit.pot file inside the po/ folder
  3. Define the translation domain in the necessary files
  4. Enable translations, set permissions and translation exports in Launchpad (I'll be more than happy to take care of that step)
