Title:
UTC offset reported incorrectly after setting time zone first time

Status in “qtdeclarative-opensource-src” package in Ubuntu:
  Fix Released
Status in “ubuntu-system-settings” package in Ubuntu:
  Invalid

Bug description:
After a fresh install of Ubuntu Touch, one of the first things I want
to do is set my time zone. If I do this, it works, but the display is
odd until I quit the settings app and restart it. More specifically:

  - Drag the clock indicator down, and tap time/date settings.
  - Tap "Etc/UTC UTC+0" and set the time zone to Denver.
  - The Time & Date settings app now shows "America/Denver UTC+1", and the time shown a few lines down lists a time which isn't correct. However, the clock in the upper right has the right time.

After this, if I quit the settings app and come back, everything is
  displayed correctly (currently UTC-6).
