running a app. Add runconfig option to disable uninstall after the

installed app .

Bug description:
The scope template does not show the manifest.json file in the project
files list.
This makes it difficult to change it, as it's now not visible in the
Publish tab, either.
I'd suggest adding a dummy CMake rule to make it visible as a file
part of the project.
