we are now using the height as specified by design.

There may be additional header modes in future that are less high (for
example in landscape mode)

Bug description:
  The height of the tabbar is too much, feels like it waste a lot of
  screen space. Can we please reduce it to a more usable value ?

  Also it seems the height of the tabbar in the Dash is less than what
  we have in Apps.
