Title:
  devices panel: reports device is booting when developer mode is not
  enabled

Status in qtcreator-plugin-ubuntu package in Ubuntu:
  Fix Released

Bug description:
  While trying to provide a helpful reason why the device cannot be
  accessed we report its rebooting. The most common reason will be the
  device is not in developer mode.

  We should revise the message or add this to the message.
