* Fixed scopes templates: OpenWeatherMap now requires an APPID key for
all requests. Fixed "'cerr' was not declared in this scope" error in
query.cpp. Fixed import in test-scope.py. (LP: #1508418)

Bug description:
1) OpenWeatherMap no longer works without an APPID key.
2) There is a " 'cerr' was not declared in this scope" error when compiling the "Unity Scope (14.10)" templates.
3) Tests for "Unity Scope (Current)" don't work.
