[Bug 1549748] [NEW] Focusing out of screen components should automatically scroll the view to ensure the newly focused item is visible

How to reproduce:
1) Connect bluetooth keyboard
2) Open system settings
3) Open Language & Text view
4) Press Tab (or Down arrow, in case the current implementation is changed to use that instead) until the it focuses a switch in a list item that is out of the page at the bottom
Expected outcome:
The listview should automatically scroll to make sure the focused item is in view
Actual outcome:
The user keeps tabbing to the next (out of view) elements but the list doesn't scroll, so from the user point of view nothing is happening, because there is no change on screen. At one point the Tab focus ring will reach the bottom and will show again at the top, leaving the user confused about what happened and why the focus suddenly reappeared.
