"When the panel increases its width actions migrate from the action drawer into the header. The new action appears every 10GU to the left of the already placed action slots. "

Status in ubuntu-ui-toolkit package in Ubuntu:
  Invalid

Bug description:
  If a page is created with actions 'a, b, c' the actions appear as 'c, b, a' on the header. 
  But if you add an extra action 'a, b, c, d' the actions appear as 'b, a, [c, d]' with actions 'c,d' in the burger menu.
