Since it happens on system settings and unity8, i guess it's a SDK bug
(unless two people made the same mistake in the two apps)

  Blinking cursor is higher than the text

Status in ubuntu-ui-toolkit package in Ubuntu:

Bug description:
  Unity8's blinking cursor is higher than the text.

  You can see this on desktop, both on the Unity8 login screen (password
  entry), and in System Settings "Search". In both cases the blue cursor
  appears to be the right size, but is several pixels higher than the
  text.
