[Bug 1561082] [NEW] Dialog lacks built-in non-scrolling action area for buttons
Public bug reported:
1. Create a dialog that has “Cancel” and “OK” buttons, and other contents that make it too tall to fit in some situations — for example, on a phone in landscape mode with the OSK present.
2. Open the dialog in that situation.
What you see: The “Cancel” and “OK” buttons are not visible, because
they are scrolled off the bottom of the dialog.
What you should see: Like the title, the “Cancel” and “OK” buttons are
always visible, because they are in a toolkit-provided dialog action
area that does not scroll.

do not fit on the device display — or, when the OSK is shown, the dialog

action area are both always visible.”
This is the cause of bug 1558531, and a sequel to bug 1376763.
