[Bug 1568415] [NEW] svg icons in header are blurred when provided by iconSource

Public bug reported:

When using .svg icons in PageHeader actions provided by iconSource, the
icons are not rendered properly.  Please see the attached example app.
The local icon is a copy of the one from the theme. They should be
rendered identically, regardless if set by iconName or iconSource.
