[Bug 1608897] [NEW] Scrollbar does not show hovered state visuals after mouse is released inside the thumb

ubuntu-ui-toolkit/staging r2045

How to reproduce:
1) build uitk
2) launch UITK gallery
3) Open a page with a Scrollbar
4) move the mouse over the thumb of the scrollbar, this will trigger a colour change in the thumb to show that it's being hovered
5) press-release (or click) mouse while it's inside the thumb

Expected output
the thumb of the scrollbars is shows using the "hovered" colour

Actual output
the thumb reverts to the "non-hovered" colour even though the mouse is still inside the thumb after release
