[Bug 1656857] [NEW] Provide a way of specifying a parent for Dialogs/Popups different than the root object when using PopupUtils.open

In unity8 we have some special requirements regarding how Dialogs/Popups
should be required to rotate given we have several layers of rotation
(phone default orientation, if rotation is fixed, etc).
At the moment we can not use PopupUtils.open because that makes the
Dialogs/Popups be children of the root item of the scene and that does
not work for us.
Would be nice to either have another parameter to PopupUtils.open so
that you can specify the parent of the Dialog or some other way to do
it.
