OK, if you have successfully downgraded mutter then it looks like this
problem existed before the introduction of xrandr-scaling. So that's
good. But just to verify, please run:
dpkg -l | grep mutter
And send us the output.

Bug description:
Hi. I have recently installed Ubuntu 19.04 RC. Everything works fine except the Qt applications. I have two monitors and when I pass the Qt application to the secondary monitor the characters of the application increase. They happen to the traditionally installed Qt applications and to those installed with Flatpak and Snap. I leave you a video in which you can see the problem with the VLC application.
