[Bug 1953712] [NEW] 5.15.2 rebuild against libopenssl3 requires patches and dependency fixes

libssl1.1 (debian/control:161) and doesn't have the necessary patch for
the function renames applied.
As discussed on IRC, in #ubuntu-release and #ubuntu-qt, debian qt
uploader has patches and changes queued in salsa, so to prevent breakage
of Qt and KDE things 5.15.2+dfsg-14ubuntu2 must not migrate to release
pocket.
