[Bug 1951684] [NEW] Only english works

Public bug reported:

All fortune files are suffixed with -LANG, e.g. -de, -jp. Only the
english is not. But the script only checks if the fortune folder of LANG
contains the fortune file without suffix. For example take German, the
short form is de so search in the folder de for ubuntu-server-tips and
here is the problem it needs to search for ubuntu-server-tips-de,
because it is suffixed with the short form of the language.
