Translation domain was renamed from ibus to ibus10, see:

branches/ubuntu/oneiric/ibus/oneiric/view/head:/setup/i18n.py

I just updated the translation domain and path of the template, next
export should fix it.

Bug description:
  The ibus-setup window appears entirely untranslated in Oneiric,
  altough the .mo file is installed, and some of the menu items in its
  indicator are translated. This was all good in former releases.
