Also the branch removes an obsolete script and the associated Readme file from po/, while we are at it :).
Other than that, I'm not entirely sure that I did everything right, so please give it a thorough look.

  Clean up language-selectors build system

Bug description:
  Currently the .policy file shipped by language-selector does not
  contain the gettext-domain property, so the translations in the
  language packs are not used for this file. To use the translations in
  the language packs for this file, several changes are needed in the
  build and packaging system.

  The current build system uses makefiles to handle the translation of
  .note, .desktop and .policy files. Adding a setup.cfg and leaving the
  hard work to p-d-u could make this build system a lot simpler and
  easier to maintain.
