  In usability testing, participants didn't find the system settings.
  They expected to find an icon in the Launcher.
  
  Desired solution:
  - Add a 'system settings' icon to the launcher. This icon should be present in the launcher by default after a fresh install.
- - Add a launcher quicklist that links to  Personal, Hardware, and System setting categories.
