Adi was right, according to
http://packages.ubuntu.com/precise/all/gitk/filelist this package ships
translations in a custom format, this is not supported.

  Translations: gitk-git .pot template is missing, existing .po files

Bug description:
  Binary package hint: git-core

  When scanning the import queue in Launchpad Rosetta for issues that
  need manual intervention, I found the following issue with the git-
  core package, which prevents a smooth import into Launchpad Rosetta
  and causes the Ubuntu Translation Coordinators to manually adjust or
  remove .po files.

  in the po/gitk-git/ directory the gitk-git.pot template file is missing. Therefor corresponding .po files cannot be imported into Rosetta and won't appear in the language-packs.
  If the translations are not used anyways, please consider to remove the po/gitk-git/ directory.
  If the translations should be used, please fix the build script to actually build the .pot file.
