Title:
package sets Chinese as the system language

Status in Ubuntu Translations:
  New
Status in “language-pack-kde-zh-hans” package in Ubuntu:
  New

Bug description:
  after

      sudo aptitude install language-pack-kde-zh-hans

I found out that the system default language is Chinese. The problem
is that I need the computer to understand Chinese, not Chinese to
  understand the computer.

The really annoying thing is that there is no easy way to switch back
to English, the font size that is normal for English is too small for
Chinese, and there is no way to copy the text from GUI controls to a
robotic translator (like google or mdbg.net).

  Expected behaviour:
the language pack does not change the selected system language, or at least asks the user if the change is desirable

  Actual:
the language pack at installation time silently changes the system language, making the system unusable.
