  Search for translation bugs only reported in ubuntu and assign them to
  ubuntu-translations

Bug description:
  Durring UDS-L as part if ubuntu-translation project feedback seesion
  we have identified the need to search for bug only reported in ubuntu
  and not in ubuntu-translations.

  As a start we can search ubuntu bugs for keyword containing language-
  pack , translation , translated , etc
