Bug description:

User impact:
A while ago we added the Catalan Valencian variant (ca-valencia.xpi)
Firefox xpi to the main Catalan language pack. The idea was that users
wishing to use it wouldn't have to manually install it, and it made
sense to ship the ca-valencia.xpi translations along with ca.xpi,
following the current practice of shipping the ca@valencia PO
translations along with the ca ones.
However, it seems that due to a problem with how Firefox handles
locales makes some systems with the main ca_ES@UTF-8 locale display
the ca-valencia translations.
This effectively means that in a fully localized Catalan system
Firefox appears in the Catalan (Valencian) variant.
While this is not a critical bug in technical terms, it is a sensitive
subject for speakers of both variants, hence in order to avoid
conflicts, I'm filing this SRU.
How has the bug been addressed in the development release:
Firefox's ca-valencia.xpi translations have not yet been imported in
the development release, and since we'll probably have to import new
translations for all languages during the release cycle, we can just
drop the existing ca-valencia.xpi file from langpack-o-matic/po2xpi
for now.
TEST CASE:
1. Log into a session with the ca_ES@UTF-8 locale
2. Observe all applications using 'ca' translations
3. Start Firefox
4. Observe Firefox using 'ca-valencia' translations instead of 'ca' (an easy to spot difference is on the top level "Adreces d'interès" menu, where for 'ca-valencia' is "Adreces d'interés")
Possible regressions:
By removing the ca-valencia language pack from Firefox, users that had
explicitly chosen to use it will fall back to the main Catalan
variant, which they can perfectly read and can still install the ca-
valencia.xpi add-on from addons.mozilla.org as they did before this
change.
To sum up, this is is a request to simply remove ca-valencia.xpi from
the the Catalan language pack (language-pack-ca-base) until we figure
out why Firefox cannot cope with both locales.
