На мой взгляд, "окончательная настройка" или "последний этап настройки" означают, что выбрав этот пункт можно получить список пакетов и провести их настройку. А на самом деле "Residual configuration" дает список пакетов, которые были сначала установлены, а потом удалены, но после них в системе остались файлы конфигурации. Поэтому может подойти вариант "Остались настройки" или "Остались файлы настроек", что-то в этом роде. В менеджере пакетов "Synaptic" аналогичный пункт переведен так: "Не установленные (остались файлы настроек)".

Bug description:
  Russian translation for "Residual configuration" is misleading and
  implies that you can do kind of "final configuration". This sould be
  changed to mean that packages listed are not currently installed, yet
  they have configuration left from previous installation.
