  Export translations and rebuild ubuntu-wallpapers package

Bug description:
  In order to deliver translations for ubuntu-translations, the existing
  translations should be exported from LP and included in the source,
  then a new package has to be build.

  This package contains an .xml file, which need the translations to be
  merged at build time.
