This has nothing to do with Gnome Panel, this is a Unity bug. I just
proposed a fix for it.

Could someone mark the Gnome Panel item as invalid?

  grep -R "Workspace Switcher" /usr/share/locale
   gnome-panel-3.0.mo

  After grepping we found this string in gnome-panel
