Bug description:
  I'm opening this bug/task as a follow up to Jeroen email to UTC

  Launchpad's imports auto-approver is hitting some conflicts again.  See 
  attachment.

  For those not familiar with this situation: this can happen when 
  templates or POFiles have been uploaded that need to be imported in 
  different packages than they have been uploaded to (as happens with KDE 
  language packs).  The imports auto-approver then looks up the 
  destination templates by domain, across all packages in the Ubuntu 
  release that the uploads were for.

  The error message means that that search found multiple templates with 
  the same translation domain, and so can't decide which template to 
  import a file to.  This is resolved by looking up the templates with the 
  given domains, deciding which should be the current one, and disabling 
  the other instances.
