I suppose this is fixed with ekiga 4.0.0, if not please reopen.

Title:
ekiga is in English (not localized / translated) in non-English system
Status in Ubuntu Translations:
Triaged
Status in “ekiga” package in Ubuntu:
Confirmed
Status in “ekiga” source package in Lucid:
Confirmed
Bug description:
During the Lucid cycle ekiga was demoted from main to universe. In
doing so, translations were lost, as they were stripped from the
package, but they were not shipped in language packs.
The impact to users is obvious: although there are upstream
translations, ekiga remains in English, making it only usable by
English speakers.
The ekiga package in Lucid (3.2.6-1ubuntu1) simply needs to be rebuilt
so that translations are not stripped.
This problem is no longer an issue in the development branch
(3.2.7-2ubuntu1), where the package has been rebuilt being part of
universe and upstream translations are shipped normally as part of the
package.
TEST CASE:
1. In Ubuntu 10.04 with a non-English locale, go to Applications > Software Center
2. Type 'ekiga' in the search box
3. Choose the ekiga package and install it
4. After installation, go to Applications > Internet > Ekiga Software Phone
5. Notice the ekiga UI being in English
No regressions are foreseen, as the fix simply involves rebuilding the
package.
