[Impact]
This affects everyone who uses a German locale, it badly displays UI strings.
[Test Case]
Set LC_ALL to de_DE.UTF-8 and run the program. Then UI will show weird characters.
[Regression Potential]
N/A, it's just a small patch.
The german locale file has illegal character set. I have a file with
correct charset attached.
