It appears that someone has added the proper translations. 
Generally speaking, it would be nice to turn those into a translatable template or have upstream handle it.

Bug description:
  Binary package hint: thunderbird

  The Thunderbird desktop entries lack a Vietnamese translation and thus
  appear in English.

  It would be great if some Vietnamese translator could provide a
  translation as a comment or a patch in this bug, so that all
  Vietnamese users could benefit from a better localised Ubuntu
  experience.
