This bug report is pretty old and I don't no why we didn't see it, but I
looked at it and it seems that in general »Filter« is used except for
the one time you mention above. In that case however it is used in means
of »Filterregel«. So that should be fine.

At the current state, there are also both terms used in the (not
completly translated) help documentation according to their use in the
GUI.

Therefore closing this as invalid.

  In Evolution Mail the english term "filter(s)" translates
  inconsistently to german "Filter" and "Regel(n)"

Bug description:
  This is a bug of the german translation so i'll write the following in
  german:

  Eigentlich sagt's schon die Einleitung: Es gibt verschiedene Stellen, an denen Nachrichtenfilter mal als "Filter"  und mal als "Regeln" bezeichnet werden. Die Hilfe spricht ausschließlich von Filtern, auch im Programm scheinen Filter häufiger vorzukommen. 
  Persönliche Anmerkung: Ich finde den Begriff  "Filter" ebenfalls besser.

  Zwei Beispiele:

  1.) Rechtsklick auf eine Nachricht im Posteingang. Im Kontextmenü
  ziemlich unten befindet sich ein Eintrag "Regel anlegen" (ebenso im
  Hauptmenü ->Nachricht)

  2.) In Hauptmenü -> Nachricht befindet sich der Eintrag  "Filter
  anwenden Strg+Y"
