Title:
  Firfox menu language selected by LOCALE and not be MENU-language

Status in Ubuntu Translations:
  Incomplete

Bug description:
  When using Ubuntu 10.04 with Englsih menus and Japanese locale,
  firefox displayed the file-, edit-, menus in Japanese. Selection of
  language to be displayed in Firfox should be based on Menu-language,
  not Locale.
