Bug description:
  I'm totally unable to access
  https://translations.launchpad.net/ubuntu/utopic/+source/unity-
  control-center/+pots/unity-control-
  center/fr_CA/+translate?show=untranslated for translation , all I get
  is a timeout error (Error ID: OOPS-6d302caea9366c9c8fd0a759150b9e39).
  The resource can be accessed only when I'm not logged in launchpad.
  I've been able to access and translate other resources though.
