I checked by 1:12.04+20140806. in https://launchpad.net/~ubuntu-langpack/+archive/ubuntu/ppa/,
it seems that the bug is fixed.

** Summary changed:

- check-new-release-gtk crashed with ValueError in new_dist_available(): unsupported format character '�' (0xffffffe3) at index 18

- update-notifier failed to exec check-new-release.gtk on 12.04.
- The reason is that langpack is not updated from 2014/01.
