  In the terminal, control and arrow keys are not translated

Bug description:
  On the terminal app, you can open panels for special keys.
  Those keys are not translated.

  To reproduce:
  Select a language other than English.
  Open the terminal app
  From the bottom tool bar, select Panels.
  Select Control keys and Arrow keys.
